1. In terms of the ‘continuing education’ objective, do you think providing training alone is enough? Elaborate your reason.

No, training alone is not enough. General continuing education refers to has been out of formal education, have joined the adult responsibilities of work and those who have accepted a wide range of education. Professional and technical personnel of knowledge update, add, expand and improve the ability of an additional high-level education. Specifically, the concept of continuing education include the following four kinds of meaning, the first, continuing education is a non-academic adult education; Second, the educated and professional in the education technology has reached a certain level; article Third, the content of continuing education of new knowledge, new technologies, new theories, new methods, new information and new skills; Fourth, the study is aimed at updating knowledge, expand horizons, to improve the knowledge structure, improve the ability of innovation to meet the scientific and technological development, social progress and the needs of their jobs. I think providing training alone is not enough. Constitute two aspects of continuing education is learning and learning order, and links aimed at the "point" of things, order is the "line" thing, we "point" and "line" the perfect combination to solve the problem of the various learning modules . And learning and learning is the learning of different combinations of order, in other words, a good grasp of the order of learning and learning can be an efficient and effective way of learning.

So do all the things have to have a reasonable arrangement and method to achieve the objective and the target can be adopted to achieve good working procedures and working to ensure the link. A reasonable order of learning is to achieve learning objectives not only a prerequisite to improve the efficiency of an important measure for the study.

Good quality of life will enable scholars to obtain training for life and learning the correct understanding of positive and healthy attitude, a sense of responsibility and love, have a strong willpower and self-control, all for the learning habits and style laid a good habit basis. Contribute to a correct understanding of the education of habit learning, the learning ability of the smooth conduct of the study be conducted to provide a guarantee.

3. Based on the ‘immediate objective’ and ‘success criteria’ listed in the article, do you think that ‘time management’ and ‘cost management’ are the main concerns of the project sponsor and stakeholders? Why do you think so?

Yes, I think “time management” and “cost management” are the main concerns of the project sponsor and stakeholders.
First, we know 9 Project Management.

Knowledge areas describe the key competencies that project managers must develop
Four core knowledge areas lead to specific project objectives (scope, time, cost, and quality).
Four facilitating knowledge areas are the means through which the project objectives are achieved (human resources, communication, risk, and procurement management).
One knowledge area (project integration management) affects and is affected by all of the other knowledge areas.

Time Management
Project Time management refers to a range of skills, tools, and techniques used to manage time when accomplishing specific tasks, projects and goals. This set encompass a wide scope of activities, and these include planning, allocating, setting goals, delegation, analysis of time spent, monitoring, organizing, scheduling, and prioritizing. Initially time management referred to just business or work activities, but eventually the term broadened to include personal activities also. A time management system is a designed combination of processes, tools and techniques. (Reference from wikipedia)
Project Time Management Processes:
— Activity definition: identifying the specific activities that the project team members and stakeholders must perform to produce the project deliverables
— Activity sequencing: identifying and documenting the relationships between project activities
— Activity resource estimating: estimating how many resources a project team should use to perform project activities
— Activity duration estimating: estimating the number of work periods that are needed to complete individual activities
— Schedule development: analyzing activity sequences, activity resource estimates, and activity duration estimates to create the project schedule
— Schedule control: controlling and managing changes to the project schedule

Cost Management
Project cost management is the process whereby companies use cost accounting to report or control the various costs of doing business, it includes the processes required to ensure that the project is completed within an approved budget.
Project Cost Management Processes
— Cost estimating: developing an approximation or estimate of the costs of the resources needed to complete a project.
— Cost budgeting: allocating the overall cost estimate to individual work items to establish a baseline for measuring performance.
— Cost control: controlling changes to the project budget.

Based on the “immediate objective” listed in the article, we can see the words like “Provide adequate, affordable information services”, “A sustainable and continuously evolving program”. These are all the process in “Time & Cost management”.
Then from the “Success Criteria”, we can see the results by using Time management and Cost management.

So we can see that the “time management” and “cost management” are very important in project management, and “time management” and “cost management” are the main concerns of the project sponsor and stakeholders.
