This challenge is a positive risk. In many respects, negative risk management is like a form of insurance. It is an activity undertaken to lessen the impact of potentially adverse events on a project. Positive risk management is like investment –there are costs associated with it. The investment an organization is willing to make in risk management team, and the constraints imposed on both. In any case, the cost for risk management should not exceed the potential benefits. In this project the largest challenge the PMOCE faced was that during project activities, legacy companies SBC and AT&T merged, bringing together two distinct project management improvement organizations with slightly with different areas of focus. We can know from the largest challenge that this can have a positive influence and can result in good things happening on the project. As to strategy to response, the article mentioned that the change forced the PMOCE to reevaluate the project and determine how to appropriately fuse the strengths of the two organizations that is a kind of strategy that response to the challenge. And besides, the PMCOE applied a project management methodology that was in complete alignment with A Guide to the Project Management Body of Knowledge (PMBOK Guide).

According to the theory, the Client Satisfaction Survey falls under User acceptance testing. The article said that the PMOCE reported business plan goals each month to senior management and this feedback was analyzed and incorporated into key findings that were then used to improve the PMOCE. We can say that the client satisfaction survey is used to get feedback from users and then to improve the PMOCE so that they can come up with a good business plan. That means client satisfaction survey is an independent test performed by end users prior to accepting the delivery system. It focuses on the business fit of the system to the organization, rather than technical issues. So that’s why it is falls under user acceptance testing.
