According to the article, the final product or service is the IT project management office(PMO), which provide or responsible for coordinating the project management functions throughout the organization.
This product or service also provides training and certification programs that insure that sufficient number of trained and qualified project manager are available to manage future technology project in South Carolina.

What was the role of PMTOC in this project, in terms of project management? Elaborate each activity that the PMTOC might have involved in.

The PMTOC played an advisory role to the project management office (PMO).It advised the PMO on how to deliver cost effective management training through the Project management training and certification program.
On my opinion, the project manager can also oversee and advise considering the project manager skills competencies he/she has to become a project manager.A project manager is also responsible for the overall success of a project.
In some companies, the person might be called a project coordinator or a team leader. however, the key aspect is that the person is responsible for ensuring the success of the project.
Again, the Project Management Committee (PMC) can also play the role of advisory it comprised of experienced technical and functional resources within the project. They work together to protect the stability and dynamic growth of the project. The PMC takes a largely tactical role in making sure the processes of development and contributions runs smoothly. Their foremost responsibility is to protect the stability of the trunk.this committee can also advise the project management office (PMO) in term of any welfare that would bring the success of the project throughout its life time.
